The Personal Number will be introduced towards the end of summer – How will citizens be able to select it themselves

Introducing the Citizen’s Personal Number (P.A.): Revolutionizing Citizen-Government Interactions Embarking on a journey to revolutionize citizen-gov interactions and obliterate bureaucratic hurdles, the much-anticipated Citizen’s Personal Number (P.A.) is nearing its debut, set to roll out by the end of this summer. As a cutting-edge tool in the citizens’ arsenal, the P.A. promises to simplify dealings with public sector entities, serving as the exclusive all-in-one identifier that citizens will need to recall for all transactions, rendering the Tax Registration Number (TIN), Social Security Registration Number (AMKA), or police ID number redundant. Each citizen will exclusively rely on their Personal Number, streamlining their electronic and personal transactions.

The P.A. is envisioned as the definitive identifier for citizens in their government engagements, encompassing all electronic and physical transactions with state authorities. Legislated since 2020 under law 4727/2020 on digital governance, the P.A. marks a significant shift towards eradicating the cumbersome process of document submission for even the most straightforward procedures, marking a significant step towards battling red tape. Beyond serving as a convenience, the use of the P.A. will be compulsory for all interactions with public entities, serving as a pivotal verification element for every citizen. Furthermore, guardians are mandated to secure a P.A. for their minor dependents, expanding the reach of this unified identification system.

When engaging with government services such as tax offices, social security agencies, or healthcare facilities, citizens simply need to furnish their P.A., eliminating the need to recall numerous other identifiers like the TIN or AMKA. Healthcare professionals will utilize the P.A. to access the patient’s AMKA for medical prescriptions and procedures. Comprising 12 alphanumeric components, with at least 9 being numerical, the creation of the P.A. involves a strategic combination of alphabetic and numeric elements, ensuring a unique and user-friendly identifier. Alphabetic characters will be capital letters of the Greek alphabet with corresponding homographs in the Latin alphabet for seamless transcriptions, contributing to the efficiency and reliability of the system. The transition to the P.A. signals a monumental shift towards a streamlined, unified identification system, catalyzing a new era of seamless citizen-state interactions.

Imagine receiving a unique identifier that will accompany you throughout your lifetime – introducing the Personal Number (P.A.). This identifier will be allocated once and remain constant for life. It will be mandatory for all citizens entitled to a VAT number and an AMKA, to become inactive after death or an official declaration of non-existence.

Before issuance, citizens can choose two out of the three alphabetic components for their P.A., a choice extended to their minor dependents. If no choices are made, the General Secretariat of Information Systems and Digital Governance (GIPSPDS) will generate the numeric components randomly.

Upon completion, citizens will be notified via the myInfo app, gov.gr (EPSP), Citizen Service Centers (KEPE), or consulates for those abroad. A personalized notice will also be sent to the contact details in the National Register of Communications (EMEp).

The GIPSPDS will establish a Personal Number Register to streamline identification for public sector entities. This registry will include essential personal information such as name, birth details, police ID number, and tax information, ensuring privacy and data security through rigorous protection measures.

The P.A. system will launch three months after its official announcement in the Government Gazette, ushering in a new era of streamlined identification and interaction with government services without burdening the state budget.
