The budget kicked off with a primary surplus of €2 billion

409 million overrun in tax revenues - Government expenditure reduced by €665 million

A primary surplus of €2,002 million, exceeding the target of €1,400 million, has been recorded for the beginning of 2025, although the result was lower than the €2,282 million of January 2024. A significant contribution was also made by lower spending of EUR 665 million.

Overall, the balance of the state budget registered a surplus of €780 million, exceeding the target of €200 million but lower than last year’s level of €1,093 million. However, amounts of EUR 418 million from deferred grants and EUR 202 million from late payments are considered budget neutral.

The net revenue of the state budget amounted to EUR 6,013 million, down EUR 84 million (1.38%) from the target. This revenue includes €784.8 million from the new Attiki Odos Concession Contract, which does not affect the fiscal outcome.

The tax revenues, however, recorded an overrun of €409 million (7.3%) reaching €5,974 million, with a large part of it counting towards 2024. Tax refunds amounted to EUR 1,207 million, of which EUR 784.8 million related to Attiki Odos. If this amount is deducted, refunds amount to €423 million, down €93 million against the target.
