The President of AzerbaijanIlham Aliyev, proposed what could be considered the biggest amnesty for prisoners in the country’s history, to mark the “year of the Constitution and sovereignty,” state news agency Azertac reported.

The agency said the amnesty will affect about 20,000 people. Some of the prisoners will be released, while others will have their sentences reduced.
