Government’s Plans for the Second Half of 2024: Reforms, Investments, and Projects

In the first 12 months of the second term of the Mitsotakis government, 42% of the commitments for the current year have already been implemented, encompassing 29 reforms and 25 significant public investments

Enhanced Projects and Investments

A 20% increase in projects and investments, along with a 40% increase in reforms, is included in the revised Annual Action Plans for the second half of 2024, according to detailed information presented by State Minister Akis Skertsos at the last Cabinet meeting. Mr. Skertsos, responsible for monitoring government work, informed his colleagues that 42% of the current year’s commitments have already been fulfilled.

Call for Acceleration and Enrichment

Despite this progress, Mr. Skertsos emphasized the need for further acceleration and enrichment of government actions with new policies addressing emerging problems and citizen demands. He highlighted significant challenges such as the demographic issue, housing costs, the climate crisis, labor market gaps, trade balance improvement, and increasing investments. The revised Annual Action Plans for the rest of 2024 aim to tackle these challenges.

Analytical Data and Budget

According to Mr. Skertsos, the total number of projects and investments set to proceed is 279, while the number of reforms amounts to 221. Many of these are funded by the Recovery and Resilience Fund. The total integrated budget reaches €18.8 billion. To implement the projects and reforms, 881 new policy milestones have been defined, spanning all five axes of the government program aimed at a more productive, social, digital, green, fair, and strong Greece.

  • KEPA Reform – Digital KEPA
  • Framework for inclusive education
  • Operational hospitality structure in Lesvos
  • Measures to combat bullying
  • Interventions for social compensation
  • Platform for managing cultural events in cultural venues and museums
  • Streamlining surgery planning system
  • Overdue hospital debt management
  • Reorganization of EOPYY, EOF, EKAPY, DRGs
  • New Theagenio hospital
  • Operation of “safe houses” for women victims of domestic violence
  • Measures to combat violence against minors

2. Productive Greece

  • Upgrade and expansion of the e-Consumer platform
  • Reorganization of EFET – Reform of the food control system
  • Establishment of a Primary Sector Observatory
  • Employment strategy (utilizing P.S. ERGANI data)
  • Restructuring of the Superfund
  • Electronic system for ship life cycle management
  • New hotel classification system based on sustainable development principles
  • Restoration of accessibility after storm “Daniel”
  • Implementation of a comprehensive sustainable micro-mobility plan

3. Green and Digital Greece

  • Implementation of the Thessaly Masterplan
  • Water management strategy
  • Establishment of a Decarbonisation Fund
  • Institutional framework for Repower EU
  • Personal Citizen Number initiative
  • Evaluation of beach use control results – myCoast pilot application
  • Implementation of green data centers

4. Fair Greece

  • Reform of the Code of Civil Procedure – Institutional framework for auctions and sales of “red” loans
  • Reorganization of the Court Buildings Financing Fund (TACHDIK)
  • Implementation of pledge legislation
  • New Disciplinary Law for public servants
  • Artificial Intelligence System for Public Recruitment

5. Strong Greece

  • Establishment of a Hellenic Defense Innovation Center by Law 5110/2024
  • Implementation of a Housing Program for staff

These plans represent a comprehensive approach to tackling Greece’s challenges and enhancing the nation’s productivity, social welfare, digital advancement, environmental sustainability, and overall strength.
