The amendment of the Ministry of Development, which was submitted in the bill currently under discussion in Parliament regarding regulations on short-term rental properties (Airbnb), includes the establishment of the new index, based on which health insurance premiums will be adjusted from January 1, 2026.
According to the amendment, the new index for the adjustment of premiums will be compiled by ELSTAT and will take into account indicators, factors, and databases that will be specified by a joint decision of the Ministers of Development, National Economy and Finance, Health, and the president of ELSTAT, after consulting with the Governor of the Bank of Greece.
It also includes the obligations for the publication of premium adjustments, as well as charges for health services provided by insurance companies and private healthcare providers respectively.
What the Amendment foresees
- The annual adjustment of premiums for health insurance contracts with a duration longer than one (1) year (long-term contracts) depends on the Annual Index for Adjustment of Long-Term Health Insurance Premiums (A.I.A.), which is published by the Hellenic Statistical Authority (ELSTAT) in December. The A.I.A. will be applied from January 1, 2026.
- Paragraph I does not apply to long-term health insurance contracts where no premium adjustment is provided, or where a fixed premium adjustment is foreseen.
- Health insurance service providers will publicly announce the premium adjustments for each health insurance product they offer, especially on a distinct page of the company’s website titled “Premium Adjustments.” The announcement will include at least the name of the insurance product, the percentage of the premium adjustment, and the year the adjustment takes effect.
- Health service providers will publicly announce the prices of the services they provide, especially for each type of medical or nursing procedure offered to consumers, as well as the price adjustment from the immediately previous price. The announcement will be made in the form of a table — price list, especially on a distinct page of the company’s website titled “Health Service Prices.” The announcement will include at least the name of the medical service, the price offered to consumers, the date the price adjustment takes effect, the date the immediately previous price was applied, and the percentage of the price adjustment compared to the immediately previous price.
- The announcements in paragraphs 3 and 4 will not be deleted before the lapse of 10 years from the date of their publication and must be sent by the obligated businesses to the General Secretariat of Commerce of the Ministry of Development, within 3 working days of their publication on the company’s website. The details of the announcements may be published by the General Secretariat of Commerce by any suitable means, so that consumers can compare them.
- By a joint decision of the Ministers of Development, National Economy and Finance, Health, and the President of ELSTAT, after consulting with the Governor of the Bank of Greece, the critical indicators, factors, or databases to be considered by ELSTAT in preparing and calculating the A.I.A. will be specified.
