The “Thessaly Evros Pass 2024” action, with a total budget of €4.45 million, is being implemented with the aim of providing financial support for the tourist activity of the regions of Thessaly affected by flooding in September 2023 and the regions of Evros affected by fires in the summer of 2023.
The planning of the action is foreseen in the Joint Ministerial Decision (Government Gazette B’ 3172/04.06.2024) of the Ministers of Interior Niki Kerameos, Digital Governance Dimitris Papastergiou, Tourism Olga Kefalogiannis, the Deputy Minister of National Economy and Finance Nikos Papathanasis, as well as the Deputy Ministers of National Economy and Finance Harris Theocharis and Climate Crisis and Civil Protection Christos Triantaopoulos.
The platform for the “Thessaly Evros Pass 2024” will be launched at the end of June through vouchers.gov.gr.
It concerns intangible digital debit cards, which beneficiaries will be able to use until the last day of the selected phase, for accommodation, catering and local transport costs in the above-mentioned affected areas.
More specifically, the Programme will be divided into three destinations:
– Thessaly A for municipalities: Thessaly A: Greece: Agrias, Portaria, Artemis and Makrinitsi of the Municipality of Volos
– Thessaly B for the Municipalities of Lake Plastira, Agia, Tempe, Pyli (except the Municipal Units of Gomfoni and Pialia) and Meteora
– Evros for the Municipality of Soufli and the Municipal Unit of Feres of the Municipality of Alexandroupolis
As well as in three calendar cycles:
July – August
September – October
November – December
It should be noted that the ‘Thessaly Evros Pass 2024’ has no income criteria, while the following categories of citizens are eligible to apply:
– Those who are tax residents of Greece, based on the last cleared personal income tax return for the tax year 2022.
– Those who do not have themselves or their beneficiaries as their main residence in the selected destinations, based on the last cleared personal income tax return for the tax year 2022.
– Those who are not beneficiaries under the Social Tourism Programme for the period 2023-2024.
The “Thessaly Evros Pass” is implemented by the National Network of Infrastructures for Technology and Research (EDYTE S.A. – GRNET), a body of the Ministry of Digital Governance.
Thessaly Evros Pass Aid:
α) For the beneficiaries of the ‘ThessalyPassA 2024’ programme who will choose as their destination the selected regions as mentioned in the attached Annex A, which is an integral part of this document, the aid amounts to one hundred (100,00) euro,
(b) for the beneficiaries of the ‘ThessalyPassB 2024’ programme who choose the selected regions as mentioned in the attached Annex B, which forms an integral part of this Decision, the aid amounts to EUR 150,00; and
(c) for the beneficiaries of the ‘Evros Pass 2024’ programme who will choose as their destination the selected areas as mentioned in the attached Annex C, which forms an integral part of this Decision, the aid amounts to EUR 200,00.

Beneficiaries may apply for only one of the three aforementioned programmes (passes) and for one or more phases as defined in Article 12 hereof, however, they may become beneficiaries, by drawing lots, for only one programme in one phase of the programme they have chosen.
– The financial support of the programme shall be tax-free, unallocated and unsuitable in the hands of the State or third parties, notwithstanding any general and specific provision, and shall not be subject to any reservation, fee or levy, it shall not be subject to or set off against debts due to the tax authorities and the State in general, the municipalities and their legal entities, the regions, the social security funds or credit instituti2ons and shall not be included in the income thresholds for the payment of any social security or welfare benefit.
