The Independent Authority for Public Revenue (AADE) is ready to launch automated cross-checks on uninsured vehicles, as well as those that have not undergone a technical inspection (KTEO) or have unpaid road taxes. Inspections will immediately commence for cars, trucks, and motorcycles.
According to initial estimates, approximately 500,000 vehicles are uninsured, while over 2 million have not undergone the required technical inspection, posing serious road safety risks.
Checks will be conducted electronically twice a year, using data cross-referencing, and violators will face strict fines, starting at €250 and, in cases of repeated offenses, reaching up to €30,000.
Penalties Based on the Type of Violation:
- Uninsured vehicles:
- €1,000 fine for public transport buses and commercial trucks
- €500 fine for passenger cars and other vehicles
- €250 fine for motorcycles
- Unpaid road taxes:
- If a vehicle owes at least one year of road tax, the fine will equal the amount of the unpaid tax plus the full amount of the annual road tax due.
- Missing technical inspection (KTEO):
- Owners of vehicles that have not undergone the mandatory technical inspection will face a €400 fine.
In cases of repeat offenses, fines will be doubled, and the vehicle’s registration and license plates will be revoked. The documents will only be returned once the owner provides:
- A valid insurance policy,
- A current technical inspection certificate,
- A certificate proving no outstanding road tax, and
- A receipt proving payment of the fine
If, three months after the initial fine notification, the vehicle owner has not complied, a second electronic check will be conducted. If the violation is confirmed again, the registration and license plates will be permanently revoked. The penalty enforcement report will be immediately forwarded to the local police, which will proceed with the confiscation of the vehicle’s registration and license plates and their submission to the Regional Transport and Communications Office that issued the original registration. As in the first case, the documents will only be returned once all necessary paperwork and fines are settled.
Stricter Checks on Vehicles Declared as Off-Road
Vehicles that have been declared as off-road (in storage) will be subject to strict inspections. If such a vehicle is found to be in motion or parked at a location other than the one registered in the online off-road vehicle database, its off-road status will be automatically revoked, and a €10,000 administrative fine will be imposed. Additionally, the owner will be obligated to pay the outstanding road tax and the associated fine.
The vehicle owner or registered holder will be held responsible for the fine. In cases of co-ownership, responsibility falls on the co-owner who initially submitted the off-road declaration. If the same violation occurs again, the fine will triple to €30,000, and the owner’s driver’s license will be suspended for three years, following a decision by the competent authority.
Objective of the Inspections
With the implementation of these intensive checks, AADE aims to:
- Increase tax compliance,
- Ensure drivers meet their legal obligations, and
- Improve road safety
The electronic cross-checking system allows for immediate and tamper-proof identification of violations, minimizing opportunities for loopholes or delays in enforcement.
