The Ministry of Energy and Environment has announced an extension of the application period for seven energy upgrade programs. Specifically, for the “Energy Efficiency 2025” program, the deadline for submitting applications has been extended to April 13.
In addition, for the “Change Heating System and Water Heater”, “Improving the Energy Efficiency of Mountain Tourist Accommodation”, “Athena”, “Phoebus” and “Promoting Energy Efficiency in Public Water Utilities” programs, the application submission period has been extended until April 30, 2025.
Finally, for the “Storage Systems in Enterprises” program, the application submission is extended until May 31, 2025. The above-mentioned programs were announced earlier this year.
The Ministry of Environment and Energy has made this horizontal extension for the seven programs in order to facilitate the efforts of the potential beneficiaries in collecting and properly submitting the required documentation as stipulated in the programs’ guides.
In particular, the programs, totaling €872.7 million, include the following:
Economy 2025 (€396.1 million)
The program concerns the energy upgrade of residential buildings, specifically buildings used as primary residences (detached houses and individual apartments) and eligible to participate are owners or tenants who meet the participation conditions set out in the program’s implementation guide.
Includes separate incentives (increased grant rate and special budget):
– To support families with a disabled member/member.
– Families with at least three dependent children.
– Vulnerable households (based on income criteria).
– Affected persons (earthquake and flood victims).
– People affected by earthquakes and flooding.
The eligible costs of the program include the following: replacement of windows and windows frames, upgrading and installation of thermal insulation, upgrading of the heating-cooling system, hot water system using Renewable Energy Sources (RES) and other energy saving interventions, such as the installation of smart management systems (smarthome) and energy storage systems (batteries).

Replace Heating System and Water Heater (EUR 223,2 million)
The program is aimed at supporting households to install new solar water heaters and/or heat pump systems of modern technology, the possibility of replacing energy-intensive electric heaters of old technology is also provided. However, this provision is not a prerequisite for participation in the program.
The program is addressed to households wishing to install the above eligible equipment in their home (primary or secondary residence, rented or rented out).

Athens (€37.2 million)
The program concerns the improvement of the energy efficiency of operating kindergartens and primary schools throughout the Territory.
The beneficiaries of the aid are first-tier local authorities and their legal entities under public law (NPAs) that operate public schools and kindergartens.
Interventions concerning, inter alia, the energy used for technical systems (e.g. for heating, cooling), as well as in vulnerable parts of the building, which allow heat losses (e.g. frames, ceilings, etc.) are covered.

Phoebus (€12.4 million)
The program concerns the improvement of the energy efficiency of municipal infant, nursery and childcare centers in operation in the whole of the Territory.
The beneficiaries of the aid are the first-tier local authorities and their public bodies operating municipal nurseries and kindergartens.
The improvement of energy efficiency is related to interventions in the building envelope and in the technical systems of the buildings (e.g. thermal insulation of opaque elements and damp-proofing of ceilings, replacement of transparent elements such as frames and glazing, installation of heat pumps, etc.).

Improving the energy efficiency of mountain tourist accommodation (€10 million)
The program concerns the energy upgrade of mountainous, tourist accommodation. 10% of its budget will be allocated exclusively to traditional-preserved buildings (€1 million) and 90% (€9 million) to all other buildings in mountain tourist accommodation.
Covering costs for the implementation of the energy upgrading interventions, as well as supporting costs, such as for services necessary for the submission, monitoring and control of the application.

Promoting energy efficiency in municipal water supply and sewerage companies (€40 million)
The program aims to reduce the primary energy consumption of water pumping stations by at least 20% and CO₂ emissions by 20% per year, through energy upgrading and operational efficiency improvement interventions in the pumping stations of the DEYAs.
The eligible actions of the program are divided into two main categories:
– Direct Energy Upgrade Interventions, which include equipment improvements at pump stations and support through energy audits and file preparation.
– Strategic Long-Term Energy Savings Studies.

Storage Systems in Enterprises (€153.7 million)
The program subsidises companies, regardless of size and sector of economic activity, for the installation of storage (battery) systems in planned photovoltaic systems or for the installation of storage (battery) systems in existing, active photovoltaic systems.
In both cases, only the storage system is subsidised.
