The Tax Authority Opens a File for Every Property with the “MIDA” Touch – Fines for Incorrect Declarations

Digital lens on 7 million landlords and tenants - The new Property Management and Ownership Register for mandatory property and rental declarations is coming in the summer

A digital inspection targeting 7 million property owners and tenants is underway, as Greece’s Independent Authority for Public Revenue (AADE) launches the new Property Ownership and Management Registry (MIDA) this summer. This registry mandates the complete and accurate digital declaration of all real estate—residences, vacation homes, commercial spaces, farmland, and plots.

This process is neither simple nor optional. For each property, owners must declare its use, square footage, electricity and water services, tenant information (if applicable), and even any pending legal disputes. For the first time, a digital file will be created for every property in Greece, integrating data from E9 forms, the Land Registry, HEDNO (electric utility), water companies, the myPROPERTY platform, land registries, and insurance companies.

The objective is clear: AADE aims to map the real state of private property holdings and eliminate discrepancies that allow undeclared income or square meters. Currently, during property transfers, differences emerge between declared size in E9 forms, the Land Registry, electricity bills, and title deeds. These mismatches will be resolved by the activation of MIDA, which acts as a data hub until full integration of Taxisnet and the Land Registry—scheduled for a later stage. Starting this fall, the first cross-checks will begin, focusing on leases, property usage declarations, and undeclared properties.

The procedure will be mandatory for all property owners, who will be required to log into the platform and declare the use of each property—whether it’s a primary or secondary residence, vacant, rented, or provided for free—and to verify or correct all details.

At the core of the new system is a unified digital file per property, including detailed information like property type, area, location, floor level, and usage status (powered, unfinished, vacant, rented, or provided for free). It will incorporate:

  • National Cadastre Codes (KAEK)
  • Property ID Numbers (ATAK) from E9
  • Utility account numbers
  • Urban planning data from the Technical Chamber of Greece (TEE)
  • Legal and ownership details from courts and land registries.

Insurance policy numbers and subsidy recipients for farmland will also be stored. The Unified Property Registry will be interconnected with all relevant government databases and select private entities, with data flow tailored to each user’s authority level.

For the first time, vacant residences will be recorded, allowing the state to assess availability in the market. Tenants will then be prompted to confirm their rental declarations, and if there’s a mismatch, they’ll have the right to report discrepancies online.

The result? All rental income will be automatically cross-checked and pre-filled in the E2 section of income tax returns. It will then transfer to the E1 form and be taxed. Landlords who underreport or omit income will have no room to maneuver—cross-referencing will be real-time and comprehensive. Through MIDA, AADE will also be able to determine which tenants are eligible for rental subsidies or reimbursements, such as those related to primary residences or student housing.
