Official premiere for Personal Number: Everything you need to know about the new digital era in Greece

From 3 June, the myInfo platform opens - What changes for VAT, AMKA and new ID cards - How it is issued, where it is used and what is provided for errors in the registers

Greece is preparing to enter a new digital era with the introduction of the Personal Identification Number (P.A.), a single identification number that aspires to simplify citizens’ transactions with the public sector and, gradually, with the private sector. The Minister of Digital Governance, Dimitris Papastergiou, announced that the MyInfo platform for the declaration of P.A. will be available from Tuesday 3 June 2025, marking a major change in the way citizens interact with the state.

What is the Personal Number and why is it important?

The Personal Number is a unique identification number for each citizen, designed to replace the multiple numbers currently in use, such as the Tax Identification Number (TIN), the Social Security Number (SSN) and the ID number. This consolidation aims to simplify procedures and reduce bureaucracy, as citizens will only need to remember one number for all their transactions.

How will the personal number work?

The Personal Number will be assigned through the new myInfo application of gov.gr. Citizens will be able to participate in the configuration of their number by selecting themselves two of the three alphanumeric elements that will precede their VAT number. The third alphanumeric element will be automatically derived by the system, acting as a check digit.

The format of the Personal Number will be 12 digits, with the structure consisting of:

– 3 alphanumeric digits (2 of which are selected by the citizen)

– The citizen’s VAT number

– The third alphanumeric element that is automatically derived (as a check digit)

What changes are being sought for citizens?

The main change is the simplification of procedures. Citizens will only need to remember one number, the Personal Number, which will act as the “digital key” for all Government services and, in the future, for private sector services.

According to the Ministry of Digital Government, the Personal Number is permanent, unique and unchangeable for the lifetime of the citizen, regardless of changes in identity, place of residence or other registration. This means that even if a citizen changes their identity or address, their Personal Number will remain the same.

Conditions and issuing procedure

To issue a Personal Number through the myInfo application, Taxisnet codes and a registered mobile phone number in the National Communication Register (NCR) are required. This ensures secure access to the application and protection of citizens’ personal data.

The issuance process includes the following steps:

– Login to myInfo:
Citizens will log in to the myInfo application via their Taxisnet codes.

InfoInfo will be accessed through the user’s personal ID code through the login code.
– Secure access with dual identification: Dual identification (OTP) will be used for secure access to data.

Double authentication is used to ensure secure access to the data.
– Overview of data in the state registers: Citizens will be able to view their data as it appears in the state registries.

– Confirmation/correction of data: they will be able to confirm the accuracy of their data or submit a request for correction in case of inaccuracies.

What will the Personal Identification Number be used for?

The Personal Number will be displayed on the new ID cards (on the back side) and on the digital identity in the gov.gr wallet, as the unique identifier of the citizen in the digital world. Gradually, it will be used in all public services that support this new functionality.

Initially, the Personal Number will mainly be used for transactions with the public sector. However, it is planned to extend it to transactions with private sector entities, such as banks or insurance companies, in order to avoid the need for multiple identification numbers.

What about existing ID cards?

The old “blue” ID cards will be phased out in line with European directives (they expire in August 2026, unless extended). The issuance of a new ID card is mandatory and is combined with the award of a Personal Identification Number. Those who have already been issued the new ID card do not need to issue a new one, as the P.A. will be indicated for purely formal reasons, as a way of storing and easily revoking the number.

However, once a citizen, who already holds a new ID card, wishes to be provided with a complete ID card (with the Personal Number embedded), they can apply for a replacement document by following the usual procedure and submitting the supporting documents for the card (appointment scheduling, issuance fees, etc.). We remind you that the issuance of a new type of identity card requires a visit to a police station, after scheduling an appointment through the id.gov.gr platform.

To date, more than 1.7 million new ID cards have been issued. Citizens can issue a new ID card at any of the 371 Issuing Services operating throughout Greece, regardless of their place of residence. In order to better serve the public, the extension of the opening hours of these services is being considered, even on Sundays.

If a person does not wish to have an ID card with a P.A., what happens?

According to the relevant provisions, “the personal number (P.A.) is indicated on the ID card of Greek citizens and is stored in the integrated electronic storage medium of the ID card, in order to provide e-government services and facilitate transactions between the State and citizens.”

From the date of the issuance of the EIS and for a period of 30 days from the date of the EIS, if the applicant has an ID card, it will be embedded in his/her ID card, while if he/she does not have an ID card, the ID card will be issued without it and will be valid normally. After this period, the provisions of the Act expressly stipulate the ID card as a required element for the issuance of an ID card, irrespective of the will of the person concerned.

An exception is made in cases of “failure to successfully complete the procedure for the issuance of an ID card”.

Citizen who has applied for but has not received an ID card can be issued a card;

If the failure to issue an ID is not due to the citizen’s fault, the ID card will be issued and is normally valid without an ID, unless the person wishes to have the item in question incorporated, in which case it will have to be reissued after the Ministry of Digital Government has completed issuing an ID.

Problems and corrections

The introduction of the Personal Number is expected to resolve many problems that exist in the official registers. It is estimated that over 2 million citizens will benefit from at least one correction to their data, while thousands of citizens have multiple entries in at least one register.

Through the myInfo application, citizens will be able to confirm their personal data and submit a request for correction to any register that has an inaccuracy (name, AMKA, AFM, ID number, etc.).

What will happen to the AMKA and the VAT number?

The Personal Number does not directly abolish the AMKA and TIN. Initially, it will supplement existing registers and may replace their use in transactions without abolishing them as registrations. Gradually, however, it is expected to supersede them, as it will become the unique identifier for each citizen.

Special Cases

For certain groups of citizens, special procedures are provided for the issuance of the Personal Number:

Children: Issuance is done through the parent/guardian (myInfo or KEP).

via the information center or through the information centre (i.e. via the MInfo or via the Municipal Information Center).
Citizens without Taxisnet or mobile phone: Issuance is done by physical presence at a KEP (for domestic) or Consular Authority (for foreign).

– In the presence of a local tax office or in the country of origin (i.e. in case of Citizenship of Finland).
Judicial co-administrators: Presence and identification by court order is required.

Data Security

The Personal Number incorporates high standards of digital security, as it is linked to Taxisnet and dual factor (OTP) identification. In addition, it does not incorporate sensitive personal data into its structure, reducing the risk of data breaches.

Expansion to the Private Sector

Although initially the Personal Number will mainly apply to the public sector, it is planned to extend it to transactions with private sector entities such as banks or insurance companies. This will simplify procedures and reduce the need for citizens to memorise and use several different identification numbers.

What should you do if there are errors in your details?

If citizens find errors in their data during the Personal Identification Number issuance process, they can request a correction through the myInfo platform or contact the relevant service (e.g. municipality, AADE, EDIKA).
