Agrinio fraud ring: How committees were misled with fake bedridden claims

Among those arrested are employees of EFKA, a doctor and nurses of Agrinio Hospital - The circuit was operating at least from December 2024

Employees of the EFKA, nurses of the General Hospital of Agrinio, processors and a doctor were involved in the criminal organization that, as revealed by the investigation of “Indestructible” of the EL.AS. were making money under the pretext that they were mediating in the competent health committees of the KE.P.A. for the issuance of desired results.

According to information from protothema.gr, the circuit was operating at least from early December 2024, while the leader appears to be a 58-year-old private individual from Agrinio who received the money from the “services” of the organization.

The leader played the role of a processor, identifying and providing a wide range of customers, directing them to the performance of false facts.

How they “transformed” clients into bedridden

Specifically, the accused did whatever it took (administering pills to the elderly, using patches, using betadine on parts of the examinees’ bodies, inserting a catheter) to make the examined “clients” create an image of a bedridden and helpless person before the committees, while ensuring that the other members – employees of the EFKA – were mediated in the committees when possible, to maximize the illegal profits of the organization.

According to the EΛ.AΣ, the main action of the group concerned the presentation of a true clinical picture of helpless-ill people, to deceive the respective KEPA commissions and to methodize the issuance of positive decisions to receive benefits.

Knowing precisely the procedure of the committees and the legislative framework governing them, the organization aimed at tampering with the physical examination of its “clients”.

To achieve the aforementioned alteration, the circuit instructed either the relatives of the “clients served” or the clients themselves, towards the administration of pharmaceutical-sedative substances (pills), the use of prostration patches, the use of wheelchairs or assistive props (P), the use of incontinence nappies (babylino), the use of Betadine on heels and thighs and the use of mattresses specially designed for bedridden persons, with other members seeking or suggesting this to examinees, even in cases where they were acting alone.

They used a ghost phone and Viber

To direct actions regarding persistent actions, the leader communicated with members and “clients” by operational telephone (ghost phone) under the identity of a non-existent alien, as well as by Viber web applications to eliminate the possibility of detection by law enforcement authorities.

With regard to her communication with the arrested NFCA employee, the chief was also using parallel communication via landline telephone connections in order to further impede their detection by the pursuing authorities.

In addition, one of the arrestees, also an employee of EFCA, was using his brother’s telephone connection to communicate with the chief regarding guidance on his role on the C.P.A. committees.

What the evidence showed

From all the data of the lifting of the confidentiality of telephone communications, the seized handwritten notes, the received copies from the file of the Local Directorate E.P.C.A. and a combined analysis of these, it was found that the action of the organization issued, only for 13 cases, irregular decisions to take money for at least 173.873 euros as retroactive payments, at least 12 irregular decisions of an extra-monetary monthly allowance of 846 euros in a lump sum starting in the year 2025, at least two irregular decisions of an extra-monetary monthly allowance of 846 euros in a lump sum starting in the year 2024 and one irregular decision of a monthly allowance of 795 euros in a lump sum starting in the year 2023.

It should be noted that a monthly lump-sum allowance is considered a monthly payment for as long as the beneficiary is alive, i.e., the upcoming loss to the Greek State amounts to EUR 10,152 per year for each beneficiary.

The above results in a forthcoming loss to the Greek State of EUR 121,824 for each year from 2025, a forthcoming loss of EUR 20,304 for each year from 2024, and a forthcoming loss of EUR 9,540 for each year from 2023.
