This commission will begin its work by addressing the conflict in Gaza and then expand to address other conflicts, according to a copy of the letter and draft statute seen by Reuters.

Member states will have a three-year term unless they pay $1 billion each to fund the council’s activities and gain permanent membership, according to the letter.

Diplomats warn that the plan could damage the work of the United Nations, while questions have been raised about the West’s isolation of Russia since the invasion of Ukraine.
