City On: Greece’s Smart City platform now active in 110 municipalities

The application enables citizens to communicate with municipal services, receive answers to questions using artificial intelligence and indicate problems on the map - Cleaning, recycling and lighting issues at the "forefront"

In 110 municipalities across the country and abroad, the smartcity platform & digital governance City On & Crowdapps cloud, which offers direct service to citizens for a variety of services as well as direct, two-way communication for all issues of interest to residents and visitors.

The digital platform developed and implemented by the Greek technology and innovation company Crowdpolicy has established itself as a key communication and service tool, contributing to the transparency and efficiency of municipal administration with the active participation of citizens.

The City On & Crowdapps cloud provides citizens with an integrated digital environment for governance, consultation, information and participation, which also leverages the potential of AI.

Citizens have the opportunity to:

  • Submit requests, get information and easily interact with the City via web and mobile application.

  • To receive immediate answers provided by the platform to questions from citizens and visitors, offering information on services, events and other topics of interest.

  • Use an Artificial Intelligence Assistant that provides answers to questions about municipal operations, services, attractions and other activities and information about the area.

  • To actively participate in decision-making on City projects and activities, express opinions, evaluate and propose priorities.

  • To view on an advanced geospatial platform the technical projects and actions of the Municipality in real time, with information on their progress, implementation phase, and geographical location.

  • To submit proposals and ideas in an intimate and interactive digital environment in a gamification logic, making ideas easy and enjoyable for all ages.

The platform operates in a total of 110 municipalities across Greece and cities and regions abroad, such as Parma, Burgas, Sarajevo, Sarajevo, Marche Region, Tuscany and Barcelona, through partnerships and projects launched by Crowdpolicy in the first quarter of 2025. The platform is based on flexible technology that allows municipalities to tailor its operation and coverage areas to their specific needs.

The example of the Municipality of Mytilene

Data on the operation of the City On mobile digital governance platform during the first half of 2025 was released by the Municipality of Mytilene, which in a relevant statement expresses great satisfaction with the great success of the digital platform, which has been dynamically adopted by citizens and has contributed significantly to improving service and communication with municipal services, contributing to the transparency and efficiency of municipal administration with the active participation of citizens.

According to the statistics, during the first half of 2025, the use of the platform in the Municipality of Mytilene was as follows:

In the first half of the year, the number of the municipality’s members was 20,000.

  • 1,582 requests were submitted via the platform

    The following table shows the number of requests submitted via the platform.

  • 48.23% of requests have already been completed

  • 37.36% are in progress

  • 14.41% remain pending

The main categories of requests are:

  • Cleaning & Recycling (41.72%)

  • Municipal Lighting (22.88%)

  • Street Network (6.57%)

  • Green, Cutting/Branching (5.25%)
