Greece opens public consultation on national framework for regulating AI under new EU law

The draft legislation sets out Greece’s national system for implementing the EU Artificial Intelligence Act, including oversight bodies, complaint procedures, penalties and a regulatory sandbox for start-ups and SMEs

Greece has opened a public consultation on a new draft law setting out how the country will implement the European Union’s Artificial Intelligence Act, as the government moves to establish a national system for regulating the development and use of AI.

The Ministry of Digital Governance and Artificial Intelligence placed the bill online for consultation on Sunday, June 21, 2026. The consultation will remain open until Monday, July 6, 2026, at 9:00 a.m., through Greece’s OpenGov platform, where citizens, scientific bodies, businesses, social partners and other interested parties can submit comments and proposals.

The draft law is titled “Measures for the Implementation of Regulation (EU) 2024/1689 of the European Parliament and of the Council of June 13, 2024, on Artificial Intelligence — Amendment of Law 4961/2022 and other provisions.”

National rules for oversight, complaints and sanctions

Its main purpose is to introduce the structures Greece needs in order to apply the EU AI Act at national level, while creating a framework that the government says will protect fundamental rights, increase transparency and allow innovation to develop under clear rules.

Under the bill, the Hellenic Data Protection Authority will be designated as the central market surveillance authority and national contact point for the implementation of the AI Act in Greece. The Hellenic Telecommunications and Post Commission, EETT, will act as the notifying authority.

The draft legislation also provides for the creation of an Artificial Intelligence Coordination and Expertise Centre, which will support the application of the new regulatory framework.

A regulatory sandbox for AI innovation

A regulatory sandbox for artificial intelligence will also be established, allowing start-ups and small and medium-sized enterprises to develop and test innovative AI applications in real-world conditions with state support.

The bill further includes a mechanism for submitting and handling complaints, as well as a system of administrative penalties for breaches of the new rules.

Public-sector AI systems to be listed in new register

A unified register of artificial intelligence systems used by public-sector bodies will also be created, in a move aimed at increasing transparency and public accountability over the use of AI by the state.

The role of Greece’s Artificial Intelligence Observatory will also be strengthened. The observatory is responsible for monitoring the implementation of the country’s National Strategy for Artificial Intelligence.

Part of Greece’s wider digital transformation strategy

The Ministry of Digital Governance has already created the Special Secretariat for Artificial Intelligence and Data Governance, the main body responsible for planning, coordinating and applying national policy on the use of AI and data governance.

The initiative forms part of Greece’s wider digital transformation strategy and is intended to create a safer, clearer and more reliable environment for technological development.

According to the ministry, the proposed law is a key step towards the timely implementation of the European framework for artificial intelligence in Greece. It says the bill seeks to balance the protection of citizens with the promotion of innovation and entrepreneurship, through clearer rules, oversight mechanisms and tools to support the market.
