According to General Treasury, Troika wants ‘to add’ in the 2014 budget  the cost of CoE decision about the uniformed while  urging the government to record one billion extra budget deficit for this year for when and if they finally give the retroactively to recipients.

Troika is mainly interested that primary surplus is produced each year, as is required by the medium-term program and doesn’t really care if the overall budget deficit will be burdened (including interest payments and other obligations).
