More than a billion people speak English as a first language or second language and hundreds of millions more speak it as a third or fourth. Some countries have gained an excellent reputation for the prowess of their population in learning and speaking the English language. The Netherlands is one such example where an American asking for directions will more often than not be answered in clear and flawless English.
So which countries actually speak English the best as a second language? The EF EPI English Proficiency Index is compiled annually from exam results from hundreds of thousands of adults in 80 countries across the world and it ranks countries based on their English skills. Unsurprisingly, the smooth speaking Dutch are ranked first with a score of 652 with Denmark and Finland coming second and third. The only non-European nation in the top 10 is Singapore and it comes tenth with a score of 611.
