U.S., Greece, Cyprus, and Israel strengthen energy cooperation in the Eastern Mediterranean

The governments of the United States, the Republic of Cyprus, Greece, and Israel issued a joint statement today on the occasion of the 3+1 Energy Ministerial, reaffirming their commitment to enhancing energy security and regional stability in the Eastern Mediterranean.

The Energy Ministers of the Republic of Cyprus, Greece, Israel and the United States, together with the Co-Chairs of the US National Energy Sovereignty Council, met today at Zappeion (with US Ambassador to Greece Kimberly Guilfoyle present), in the framework of the 3+1 Energy Ministerial Meeting, to reaffirm their shared commitment to promoting energy security, cooperation and resilience in the region.

The meeting focused on the further development of the Eastern Mediterranean Energy Hub, which is considered of key importance for the stability and strategic coherence of the region. The ministers reiterated their support for existing and future interconnection projects under the India-Middle East-Europe Corridor, as well as cooperation on the protection of critical energy infrastructure.

At the same time, the four countries pledged to further utilize the 3+1 formula to promote diversification of energy sources and reduce dependence on “malicious actors”, according to the joint statement. Strengthening connectivity and cooperation between “like-minded regional partners” is seen as crucial for energy stability and sustainable development in the Eastern Mediterranean.

The ministers also condemned “Russia’s attempts to circumvent oil sanctions and finance the ongoing war in Ukraine”, underlining the importance of energy transparency and compliance with international law.

Finally, they reaffirmed their commitment to further cooperation on energy infrastructure linking Europe and Israel, with the aim of strengthening regional integration and energy independence.

The next ministerial meeting will take place in Washington DC in the second quarter of 2026, in the framework of the 3+1 Eastern Mediterranean Energy Dialogue.

The following joint statement from the governments of the United States, the Republic of Cyprus, Greece and Israel on the occasion of today’s 3+1 Energy Ministerial Meeting was posted on the official State Department website:

“The Energy Ministers of the Republic of Cyprus, Greece, the State of Israel and the United States, as well as the Co-Chairs of the United States National Energy Sovereignty Council, met today to reaffirm their shared commitment to promoting energy security and cooperation in the Eastern Mediterranean, including through the Eastern Mediterranean Energy Center, as a key to regional strategic stability and resilience. Ministers reaffirmed their support for broader regional interconnection projects, both ongoing and future, under the India-Middle East-Europe Corridor; energy development; and cooperation on energy infrastructure protection.

In addition, they committed to using the 3+1 format to support the goal of diversifying the region’s energy supply by reducing dependence on malign actors and improving connectivity among like-minded regional partners. They condemned Russian attempts to circumvent oil sanctions and finance its ongoing war in Ukraine. Ministers reaffirmed their commitment to cooperation on Europe-Israel energy infrastructure. The ministers plan to meet in Washington in the second quarter of 2026 to further strengthen energy cooperation between their countries within the framework of the 3+1 Eastern Mediterranean Energy Dialogue.”
