Norwegian Tommy Olsen, founder of the non-governmental organization Aegean Boat Report (ABR), who was arrested on March 16 at his home in Tromsø, Norway, after Greece issued an international arrest warrant, will not be extradited to Greece.

German outlet taz reports that the Hålogaland Court of Appeal in northern Norway unanimously rejected, on Friday, a second-instance appeal concerning the execution of a European Arrest Warrant issued by the prosecutor’s office in Kos in December 2025 against the Norwegian.

The Kos prosecutor’s office had accused Tommy Olsen of espionage, leading a criminal organization, and participating in a migrant-smuggling network operating from the Turkish coast to Greece. The charges relate to incidents in 2021 and 2022 off the islands of Kos and Farmakonisi.

Olsen maintained telephone contact with smugglers during illegal immigrants’ journeys. Aegean Boat Report is also accused of transmitting data and the locations of arrivals to Greek authorities so that illegal immigrants could be transferred to reception camps and submit asylum applications. The transmission of such information constitutes complicity in illegal entry into the country.

The NGO’s founder was arrested in March at his home in Tromsø. A local court initially ruled in favor of Greece’s extradition request.
