With 16 votes in favour, and 9 against the extended Plenary session of the Council of State (CoS) has accepted the appeals submitted against the procedures that lead to the issuing of the recent TV licenses. The ruling focused on the the three stages that included the:
1. The basis of the appeals
2. Vested interest, and
3. Admissibility

The Plenary has already proceeded to examine the substance of the case regarding the constitutionality and legal matters that have arisen. George Papageorgiou, the rapporteur of the case, is compiling his report on the substance of the issue. According to legal sources, after this development the Council of State members would have no option but to strike down the law drawn up by the Minister of State, Nikos Pappas, on the TV licensing procedures that transferred responsibility from the Greek National Council for Radio and Television (NCRTV) to the hands of the Greek government.
