Greek authorities are examining bank accounts, investment products, safety deposit boxes and corporate assets linked to three principal suspects in an alleged multimillion-euro charity fraud involving the non-profit organisation Paidiki Chara (Children’s Happiness).

The investigation centres on Konstantinos Firinidis, chairman of the charity, his partner Vasiliki Manisioti and her brother, all of whom are named in the criminal case.

The head of Greece’s Anti-Money Laundering Authority has issued an order temporarily freezing a broad range of assets associated with the three suspects and several connected organisations.

The order extends beyond ordinary bank deposits to include securities, shares, investment products and other financial assets, including those held in joint accounts or accounts over which the suspects have power of attorney.

It also prohibits access to safety deposit boxes in which the individuals are listed as tenants, beneficiaries or authorised representatives.

The measures cover the charity itself, two companies linked to the Manisioti siblings and an apartment in Kalamaria, Thessaloniki, purchased in August 2025 for €90,000.

The €90,000 apartment in Thessaloniki

Among the assets specifically identified in the freezing order is a first-floor apartment on Ioanni Pasalidi Street in Kalamaria, a suburb of Thessaloniki, Greece’s second-largest city.

The property has a net floor area of 70.78 square metres and a gross area of 82.45 square metres. It comprises two bedrooms, a living room, hallway, kitchen and bathroom.

Its official assessed value is €71,743.

According to the order, the apartment was purchased on 5 August 2025 by Manisioti’s brother and his wife for €90,000.

The couple acquired full ownership of the property in equal, undivided shares.

The Anti-Money Laundering Authority has prohibited the sale or any other transfer of the apartment while the investigation continues.

The document identifies the brother’s wife as a co-owner of the property, although she is not among the three individuals subject to the broader asset-freezing measures.

Two companies established on the same day

Investigators are also examining two companies established by Manisioti and her brother on 21 April 2026.

Both businesses are registered at the same address on Valtetsiou Street in Thessaloniki.

The first, ELPIS HEALTH CARE MEDICAL COORDINATION E.E., trading as ELPIS HEALTH CARE, is a limited partnership in which Manisioti holds a 99% stake.

She is listed as the company’s managing partner and legal representative, while her brother holds the remaining 1% as a limited partner.

The second company, MVP MEDIA GROUP E.E., lists web search portal services as its principal business activity.

Its ownership structure is identical. Manisioti holds 99% and serves as manager and legal representative, while her brother owns the remaining 1%.

Both companies are included in the temporary asset-freezing order, subject to the exemptions provided for under the applicable rules.

The order also covers Paidiki Chara, the charitable association established on 15 October 2018 and registered on Nikis Avenue in Thessaloniki, with Firinidis as its legal representative.

Gambling accounts and casino transactions under investigation

The financial investigation extends beyond bank deposits, property purchases and corporate holdings.

The Anti-Money Laundering Authority has requested detailed information from payment institutions and casinos concerning transactions, visits and winnings associated with the individuals under investigation, covering at least the previous five years.

The requested information includes bank accounts, loans, investment holdings, gambling accounts, shares and other financial instruments, together with detailed records of any amounts subject to freezing.

According to the authority’s assessment, there are serious suspicions that some of the money allegedly misappropriated by those involved was used to finance personal expenditure, purchases of high-value goods, a luxurious lifestyle and gambling activities.

Investigators also suspect that funds allegedly derived from criminal activity were mixed with legitimately held assets.

The authority believes that accounts at Greek banks and foreign financial institutions may have been used to move the money, potentially making transactions more difficult to trace and concealing the funds’ origins.

The document suggests that the suspected proceeds of the alleged criminal activity amount to millions of euros, although it does not establish an exact figure.

The temporary freezing measures are intended to preserve assets while investigators examine the financial transactions and determine the origin and destination of the funds.

The allegations remain under investigation, and the asset-freezing order does not constitute a finding of criminal guilt.
