Taxis: The end is coming for Taxisnet and elenxis as we knew it – What changes

In the new Taxis system, each taxpayer will have their own digital file with a complete income and asset profile

After nearly three decades, the Taxis system (tax offices), Taxisnet (applications for citizens), and the auditing program ELENXIS are being modernized, adapting to contemporary needs and making the lives of taxpayers and tax oversight even more digital.

The Independent Authority for Public Revenue (AADE) has announced a tender for the new integrated information system for Taxis, Taxisnet, and ELENXIS, with a deadline for bid submissions set for June 27th. This project will cost €131.54 million, funded by the Recovery Fund and the EU’s Structural Funds.

The tax systems will be replaced by a new Integrated Tax Information System that will align with the operational modernization of AADE and the optimization of its business processes. The new Integrated Tax Information System will provide a complete record of taxpayers’ income and asset profiles through the creation of a digital file for each taxpayer, the upgrade and enhancement of auditing tools, the expansion and better utilization of data, monitoring tax compliance, improving taxpayer information, and extending electronic services.

The operational areas to be upgraded include:

– Tax Registry
– Accounting
– Taxpayer Declarations, Certifications/Collections/Reductions/Refunds
– Taxpayer Profile
– Taxpayer Support, Notifications/Communications, Certificates
– Compliance
– Case Assignment and Management
– Support for Audits and On-Site Inspections
– Electronic Media Registry and Interoperability Channel
– Risk Analysis
– Administrative Information and Compliance Policy Formation
– Mobile and Real Estate Asset Registry

– Redesigning business processes with simplified procedures for the organization, better quality use by citizens, and faster transactions without paper usage where feasible.
– Integrating and utilizing existing AADE applications and services to improve their compatibility with the architecture and infrastructure of the new tax system.
– Developing new applications and functionalities not covered by the ready-made product offered.
– Creating a strategy for transitioning applications and data, combined with the parallel operation of existing systems until their final integration into the new system.

In the new Taxis system, each taxpayer will have their own digital file with a complete income and asset profile. There will be an upgrade and enhancement of auditing tools, broader and more complete utilization of data, monitoring of tax compliance, better taxpayer information, and expansion of electronic services.

To achieve these goals, the new Integrated Tax Information System will rely on a hybrid solution, which includes the procurement of a ready-made solution (Commercial Off the Shelf), the purchase of necessary software licenses, and targeted custom implementations aligned with AADE’s specific requirements. Practically, citizens and businesses will only need to enter their information once in their transactions, with further development of interoperability across the public sector and businesses. This means that neither the tax office nor the broader public sector will need to request information a second time that the taxpayer has already submitted.
