How It Is Issued and What Changes for ID Cards – Detailed Process

The platform for issuing the Personal Number opens today.

Citizens can issue it themselves through myinfo.gov.gr or pa.gov.gr. Those who do not take action will be automatically assigned a Personal Number starting September 5.

The Personal Number serves two main purposes. First, it functions as a unified identification number for all interactions between citizens and the public sector, eliminating the need for multiple identification numbers. Second, it plays a crucial role in correcting errors and inconsistencies caused by fragmented and unlinked government registries, leading to improved quality and speed in the delivery of public services.

Until now, citizens used four different identification numbers. With the introduction of the Personal Number, consistent, verified, and accurate data will be maintained across all major state registries for each citizen—with full respect for and protection of personal data.

Questions and Answers about the Personal Number

1. What is the Personal Number (P.A.) and what is its purpose? • The P.A. is the element for verifying the identity of natural persons in their transactions with public sector entities.

2. When will citizens start “getting” a P.A.? • From Tuesday, June 3rd, citizens will be able to visit the page pa.gov.gr, where there will be a guide with detailed instructions. From this page, they will be directed to the myinfo.gov.gr platform to issue their P.A.

3. If a citizen does not have an AFM, can they issue a P.A.? • A prerequisite for issuing the P.A. is having a Tax Identification Number (AFM). Therefore, to issue a P.A., a citizen must first apply to the AADE to obtain an AFM.

4. Must the citizen first get a P.A. and then a new identity card? Can they get a P.A. together with a new identity card? • The citizen must first get a P.A. and then a new identity card. For the issuance of the new type of Identity Card, it is required that the P.A. has already been issued or that its issuance has not been completed, without it being the citizen’s fault. The P.A. is issued via the myinfo.gov.gr platform for citizens who have Taxisnet credentials.

5. If a citizen has already issued a new-type Identity Card, do they need to replace it? • Citizens who have already issued a new-type Identity Card without the P.A. do not need to issue a new one. New-type Identity Cards that do not include the P.A. remain valid until their replacement or expiration date.

6. If a citizen who has already issued a new type of Identity Card without the P.A. listed wishes to obtain a new Identity Card with the P.A. listed, what happens?
• In the case that a citizen, while possessing a new type of Identity Card, wishes to change it in order for the P.A. to be included, they may request the replacement of their document by following the usual procedure and submitting the required documentation for issuing the card (appointment scheduling, issuance fees, etc.).

7. How can a citizen who does not have taxisnet credentials and/or lacks the necessary digital skills (e.g. an elderly person) issue a P.A.?
• Citizens who do not have taxisnet credentials and/or lack digital skills (for example, citizens belonging to older age groups) will be able to receive assistance for the issuance of the P.A. at Citizens’ Service Centers (KEP) and Consular Authorities starting June 23.

8. Is the P.A. secure?
• The P.A. is not an access number to any register. The P.A. is an identification number and as such is entirely secure.

9. Which information cannot be corrected by the citizen? What should they do if they identify an error or errors in the information with which they are registered in the Civil Registry?
• The citizen confirms the correct name and surname, date of birth, municipality, AMKA, and Identity Card Number, and subsequently the core registries of Public Administration are updated. However, if the indicated data do not match those in the Civil Registry and the citizen believes that any of the following have been incorrectly recorded—First Name, Last Name, Father’s Name, Mother’s Name, and Date of Birth—they must contact the Municipal Registry where they are registered to make the necessary correction.

10. Some claim that the P.A. is a “tool” for collecting citizens’ personal data.
• The P.A. does two key things: First, it serves as a single identification number for citizens when dealing with all Public services, and second, it assists citizens who suffer due to errors in state registries. It also addresses long-standing gaps in registry interconnectivity and thus improves public service delivery. All of this is achieved with full protection of personal data. The P.A. ensures that in the four main state registries and the National Communication Registry (EMEp), citizens have common, verified, and correct data. Those who object to the P.A.—why didn’t they object all these years to the various other numbers under which every citizen is registered in the different state registries?

11. How is the protection of personal data ensured?
• The protection of personal data is ensured through compliance with the strict regulations set by the Hellenic Data Protection Authority (HDPA). The P.A. not only makes citizens’ lives easier but also benefits the protection of privacy and personal data, enhancing the security of citizens’ interactions with the state.

12. How is data protection achieved through the P.A.?
• Data protection through the P.A. is achieved in the following ways:
• By verifying an individual’s identity at a secure point with enhanced safety measures and efficiency.
• By identification using a single identifier (recognition number) and not a set of personal details (name, father’s name, mother’s name, date of birth), which are prone to registration errors.
• By the fact that individuals expose the minimum necessary personal data for identification.
• Because it reduces administrative burdens from manual and fragmented updates, cross-checks, and data entry and minimizes the risk of error due to multiple entries.
• By applying data protection mechanisms from the design stage (by design) and by default during the implementation of the P.A.

13. Some claim that the P.A. will lead to “profiling” of citizens. What is the response to these claims?
• Quite the opposite! The P.A. is not citizen profiling. It is the solution to long-standing dysfunctions that have burdened citizens due to the multiple registries that hold their information. The P.A. frees citizens from chronic administrative hassle while fully safeguarding their personal data. The state must be unified with strict rules regarding the protection of citizens’ data—not fragmented into individual siloed agencies where each operates independently and repeatedly asks citizens for the same information. This is the greatest utility of the P.A., primarily for citizens, who will now identify themselves once for each public transaction, without unnecessary bureaucracy or frustration.

14. How many times is the P.A. assigned to each individual? Can the P.A. change?
• The P.A. is issued only once (one-time) to each individual, is unique, and remains unchanged throughout their lifetime.

15. What does the P.A. consist of?
• The P.A. consists of 12 alphanumeric characters, of which at least 9 are numeric. Specifically, it includes 3 alphanumeric prefix characters and the 9-digit Tax Identification Number (A.F.M.) of the individual at the time of issuance.

16. What characters are allowed in the alphanumeric part of the P.A.?
• Only digits 0 to 9 and capital letters of the Greek alphabet that have corresponding forms in the Latin alphabet are allowed. The third character is alphabetic and functions as a “check digit” for validity control.

17. How and when is the P.A. issued?
• Through the myinfo.gov.gr application, where the citizen, after confirming their information, can issue the P.A. For the first three months from the start of issuance, the citizen can choose 2 of the 3 alphanumeric characters. From September 5 onward, the P.A. will be automatically issued to citizens who have not taken steps to obtain it.

18. What is the current model of citizen identification in Greece and what are its problems?
• The current model is decentralized, where each authority identifies citizens independently, resulting in multiple and unlinked registries (e.g., A.F.M., AMKA, Citizen Number, ID number), each updated differently. This leads to inconsistencies and problems in data updates and citizen services.

19. Why was the P.A. deemed necessary?
• To implement a unified digital policy that allows secure and automated identification of individuals across the public sector, strengthens system interoperability, protects privacy, and improves service delivery to citizens and businesses.

20. What are the main benefits of integrating the P.A. into identity cards?
• Integrating the P.A. into identity cards creates a unique link between physical and digital identification, enhancing security.
• It improves citizen service and enables more effective public sector oversight.
• It makes it easier for citizens to use and remember their P.A.

21. How can a citizen modify their contact information?
• Only through the National Communication Registry (EMEp) at emep.gov.gr.

22. What happens when a citizen finds an error in their data?
The citizen confirms their correct personal information (name, surname, date of birth, municipality, AMKA, and ID number), and then the core registries of Public Administration are updated accordingly. However, if the indicated data does not match the information in the Civil Registry and the citizen believes that some of the following have been incorrectly recorded — Name, Surname, Father’s Name, Mother’s Name, or Date of Birth — they must contact the Civil Registry of their municipality to request a correction.

23. How is the confirmation of information completed?
• The citizen selects “Submit” on the declaration form, and all registries are automatically updated with the correct information.

24. Who can confirm information and/or issue a P.A. for minors?
• Legal guardians. If the relationship is electronically confirmed (e.g., through a shared or linked registry entry), the process can be completed through myinfo.gov.gr. Otherwise, a visit to a KEP or Consular Authority with the required documentation is necessary.

25. Can a citizen confirm or correct information for other individuals?
• Yes, they may do so for their minor children or individuals under their guardianship or judicial support.

26. How are individuals under judicial support served?
• Through in-person visits to a KEP with the appropriate documentation.

27. How are residents abroad served?
• They can use the myinfo.gov.gr application if they have TAXISnet credentials. Alternatively, they can be served at a Consular Authority with the necessary documents.

28. What happens if someone does not confirm their data?
• They cannot issue a P.A. with the option to choose the 2 alphanumeric characters via myinfo.gov.gr or at a KEP or salaried Consular Authority.

29. What applies to Third Country Nationals?
• They can confirm their information and issue a P.A. as long as they have an AFM. The ability to correct registry data for individuals not registered in the Ministry of Interior’s Civil Registry is not yet available. The Third Country Nationals’ Registry will be integrated into the myinfo.gov.gr application in a future update.

30. What are the available ways to issue a P.A.?
• There are three ways:
A. Through the application at myinfo.gov.gr
B. Through in-person service at a KEP
C. Through in-person service at a Consular Authority

31. What is required to issue a P.A. through a KEP or Consular Authority?
• In-person presence (except for cases of full legal incapacity under judicial support)
• Submission of supporting documents

32. How is the P.A. issued?
• The citizen logs into myinfo.gov.gr
• The citizen confirms their personal information
• The citizen selects “Issue P.A.”

  • A prefix of 3 alphanumeric characters
  • Options for the first 2 characters: 10 digits (0–9) and 14 uppercase Greek letters with corresponding Latin homoglyphs
    • The 3rd character is automatically generated as a check digit for validation
    • The citizen selects “Issue P.A.”

33. What is required to access the myinfo.gov.gr service?
• TAXISnet credentials (GGPSYΔ)
• A registered mobile phone number in the National Communication Registry (EMEp) for two-factor authentication (SMS/OTP)

34. What features does the myinfo.gov.gr application offer citizens?
• View how their information appears in government registries
• Confirm or request correction of their personal data
• Issue a P.A. (with selection of the first 2 characters)
• Use the same features for:
◦ Minor dependents
◦ Individuals under their guardianship or judicial support (via KEP or salaried Consular Authorities)

etailed procedure for issuing the Personal Number (P.A.)

• Citizens log into the myinfo.gov.gr application using their TaxisNet credentials and two-factor authentication (OTP), which is sent to the mobile phone number they have registered in the National Communication Registry (EMEp – emep.gov.gr).

• Through the application, they gain a complete overview of their personal information as recorded in the Civil Registry, and confirm the identifying numbers associated with the following registries:
a) Civil Registry of the Ministry of Interior
b) Tax Registry of the Independent Authority for Public Revenue (IAPR)
c) Unified AMKA-EMAES Registry of the e-Government Center for Social Security (IDIKA S.A.)
d) ID Card Registry for Greek Citizens maintained by the Hellenic Police (EL.AS.)
e) National Communication Registry (EMEp) maintained by the General Secretariat of Information Systems and Digital Governance.

• They then select “Edit Information” and confirm by marking each field as “Correct” or “Incorrect” for the following:

  • Full name and date of birth (as retrieved from the Civil Registry)
  • Municipality of registration
  • AMKA
  • ID card number (ΑΔΤ)
  • Tax Identification Number (AFM)
  • Contact details (mobile phone number, email, and address) – these can only be modified through EMEp.

• If they mark a field as “Incorrect”, they fill in the corrected information in the corresponding field.

• The citizen confirms their correct full name, date of birth, municipality, AMKA, and ID number, and the primary registries of Public Administration are then updated.
However, if the citizen’s input does not match the Civil Registry, and they believe the registry contains errors, they must contact the Civil Registry Office (Municipality) to correct them.

• Next, to issue the P.A., they select “Issue P.A.” and choose the first two digits from a dropdown list. These consist of 24 alphanumeric characters: 10 digits (0–9) and 14 uppercase Greek letters that have visually similar counterparts (homoglyphs) in the Latin alphabet.
The third character is automatically generated as a check digit used to validate the authenticity of the P.A.

• The process is completed when the citizen clicks “Issue P.A.”

Note:
The P.A. is issued only once to each individual, is unique, and does not change.
Starting from September 5, the P.A. will be automatically assigned to all citizens who have not yet taken action to issue it themselves.

Additionally, by confirming their personal data in the myinfo.gov.gr application, citizens can also complete the verification/correction process and issue a P.A. for their minor children, provided the children have an AFM (Tax Identification Number).

Citizens living abroad who have TaxisNet credentials can issue their P.A. through myinfo.gov.gr.
Those without TaxisNet credentials or lacking digital skills (e.g., elderly citizens) will be able to issue a P.A. at KEP offices or at Consular Authorities, starting from June 23.
