AADE: Which vehicle owners will receive fine notices

First cross-checks completed for uninsured vehicles and unpaid road tax

With the goal of improving road safety for drivers and citizens, ensuring the smooth circulation of vehicles, and reducing traffic accidents, the first cross-checks have been completed, according to a joint announcement from the Ministries of Economy and Finance, Digital Governance, Infrastructure and Transport, Citizen Protection, and the Independent Authority for Public Revenue (AADE). Notifications have already been sent to owners of vehicles that are either uninsured or have unpaid road taxes.

This is a key initiative aimed at improving road behavior, carried out through the cooperation of the aforementioned authorities. The checks identify vehicles circulating without insurance, without having paid the required taxes, or without having passed the mandatory technical inspections (KTEO).

The cross-checks are conducted in accordance with Law 5113/2024, with the goal of creating a unified vehicle database and ensuring owners’ compliance with their obligations, based on data from the relevant services.

In this first phase, notices have been sent regarding insurance and road taxes: 100,971 to individuals and 7,810 to legal entities for vehicle insurance, and 101,721 to citizens and 8,316 to companies for unpaid taxes. Notifications are delivered via SMS, email, or post, depending on the available contact information.

Citizens registered in the National Communication Registry (emep.gov.gr) receive notifications from the General Secretariat of Information Systems, while others are contacted through AADE. If no other communication method is available, notices are sent by mail. All interested parties can view the results of the checks through the gov.gr platform, under the category “Property and Taxation” and subcategory “Vehicles,” or directly at oximata.gov.gr using their TaxisNet credentials.

The goal of this first phase is to inform owners of any omissions, with a reference date of August 25, 2025, so that they can comply within 15 days. After this deadline, those who have not complied will receive fine notifications. Fines for uninsured vehicles range from €250 to €1,000, while fines for unpaid road taxes vary depending on the vehicle type.

The cross-checks are implemented by the General Secretariat for Information Systems and Digital Governance, in collaboration with the relevant Ministries and AADE, under the coordination of the Presidency of the Government. Data from the Auxiliary Fund and the Alternative Vehicle Management of Greece are also being utilized.

For the first time, data from all competent agencies’ registries have been cross-referenced — a process that until now had inconsistencies and caused difficulties for citizens. Through data cleansing and integration procedures, a unified mechanism is being created to prevent problems and ensure safe and lawful vehicle circulation.
