The European Union is considering a plan to form a permanent external border control force that could be deployed if it deems that a member state needs help to guard its frontiers even without the EU country’s consent.

The introduction of the new European Border and Coast Guard is expected to be announced officially by the European Commission on Tuesday.

In this spirit, German Chancellor Angela Merkel and Commissioner Dimitris Avramopoulos stressed the need for cooperation in border control in order to effectively deal with refugee and immigrant issue.

Chancellor Merkel highlighted to Augsburger Allgemeine the need for joint action: “The large movement of refugees can be controlled only with international cooperation”.

At the same time, Commissioner Dimitris Avramopoulos explains that European Commission is committed and makes every effort to preserve the Schengen area.

Frontex operations and powers are limited, since currently it can only operate in EU member states following an invitation of the national authorities.

As Spiegel magazine reveals, the European Border and Coast Guard will be equipped of 2,000 officers who will always be ready in case FRONTEX agency need them.

The new border and coast force would not need an invitation from the member state that it is set to be deployed to, since the EU Commission would decide on their mobilisation after discussing with the member states.
