Operation Armed Forces: Defense Ministry’s new strategy to attract young people to Military Academies

The Ministry of National Defence has launched a new strategy aimed at boosting enrollment in Greece’s military academies, amid expectations that a significant number of places will remain vacant after the announcement of this year’s Panhellenic Examination results. At the same time, the Hellenic Coast Guard has already announced 500 new permanent positions based on a merit-point system

This year’s Panhellenic Examination candidates are now being called upon to chart their future, echoing the Hellenic Navy’s recruitment campaign slogan. But it was not only the Navy that sought to attract graduates. All branches of the Greek Armed Forces launched coordinated efforts to appeal to young people, at a time when unemployment is at historic lows while operational demands continue to grow. The changing labor market has prompted new recruitment approaches, including large-scale hiring initiatives such as the Coast Guard’s recent announcement of hundreds of permanent positions open even to high school graduates.

The Ministry of Maritime Affairs and Insular Policy is proceeding with the recruitment of 500 permanent Coast Guard personnel outside the Panhellenic Examination system through a merit-based process, following the adoption of relevant legislation.

The move aims to fill critical vacancies for Coast Guard cadets created by retirements and the modernization of the service, reflecting the growing staffing needs.

Similarly, until the final submission deadline for university applications last week, the Ministry of National Defence undertook an extensive campaign highlighting the career opportunities offered by the Armed Forces’ academies.

For the first time, students can now enter military academies through all three academic streams of the Panhellenic system, as well as through vocational high schools (EPAL). The reform stems from an initiative launched two years ago by then-Education Minister Kyriakos Pierrakakis and Defence Minister Nikos Dendias to reverse declining enrollment.

The measures became necessary as institutions such as the Hellenic Military Academy (Evelpidon) began struggling to fill available places, while dropout rates among first-year cadets had reached double digits.

New incentives

Senior military officials told Proto Thema that conditions for attracting new cadets are “significantly improved” this year, while remaining cautiously optimistic.

A sweeping Defence Ministry reform package adopted earlier this year introduced several new incentives, including:

  • Upgrading military academies from higher education institutions to full university-level institutions.
  • Strengthening links with academic research.
  • Allowing cadets to pursue doctoral studies.

The transformation is part of the Armed Forces’ broader restructuring plan promoted by Defence Minister Nikos Dendias, aimed at creating a clear academic and professional career pathway for future officers.

Higher pay and modern technology

Military officials believe that increasing monthly salaries for cadets has already begun changing perceptions.

Since October 2025:

  • Officer cadets receive €609 per month, up from €165.
  • Non-commissioned officer cadets receive €249 per month.

The Armed Forces also believe that the integration of new technologies—including drones and artificial intelligence—along with the arrival of the Hellenic Navy’s new FDI frigate Kimon, has significantly increased young people’s interest in military careers.

Military academies have also expanded summer camps, allowing high school students to experience military training firsthand before making career decisions.

Recruitment through social media

Over the past two years, all branches of the Armed Forces have significantly expanded their social media presence, showcasing new technologies, military units and career opportunities.

The Hellenic Navy, competing with the lucrative commercial shipping sector, launched a targeted communications campaign tailored to younger audiences across X, Facebook, Instagram and YouTube.

Beginning in January under the slogan “Hellenic Navy – Your Choice,” promotional videos presenting the Hellenic Naval Academy and the Non-Commissioned Officers School surpassed 39,000 views.

A second campaign, “Chart Your Course for the Future,” released in June during the university application period, attracted approximately 19,000 views.

Videos featuring graduation ceremonies, official events and academy life also generated strong engagement:

  • Graduation of Naval Academy ensigns: around 23,000 views.
  • Graduation of the 44th class of the Non-Commissioned Officers School: around 20,000 views.

The campaign’s four most successful posts collectively exceeded 100,000 views, excluding further sharing by traditional media outlets.

Officials say the campaign’s objective was not only to reinforce the Navy’s positive public image but also to establish direct communication with Greece’s younger generation.

Army campaign gains momentum

The Hellenic Army has recorded similar success.

Within a single week, its promotional video for military academies generated 95,694 views across social media:

  • Facebook: 24,194
  • Instagram: 44,824
  • TikTok: 26,676

According to military officials, the campaign more than doubled last year’s audience figures, reflecting growing public engagement.

Throughout the year, the Army consistently published content featuring military exercises, training, seminars and everyday life inside military camps, maintaining students’ interest ahead of the Panhellenic Examinations under the central slogan:

“Build the career you want. With dignity, security and strength.”

Senior Armed Forces officials believe that improved salaries, the integration of emerging technologies such as drones and artificial intelligence, and the enhanced academic status of military academies justify optimism about attracting more candidates.

For the first time since Greece’s financial crisis, they argue, the Armed Forces are presenting a comprehensive reform agenda.

Officials also point to videos and online reactions from recruits currently serving under Greece’s updated military service model as evidence that today’s teenagers increasingly view the Armed Forces as a modern institution—operationally, academically and administratively—with improvements extending even to daily life, including the introduction of vegan burger options in military dining facilities.
