EU Summit agreement on financial aid to Ukraine

Leaders agree an additional €50 billion support package for Ukraine under the EU budget

In an agreement on the European Union’s aid package to Ukraine, the “27” reached in Brussels, according to an announcement by Charles Michel.

The president of the European Council said that “all 27 leaders agreed on an additional support package of 50 billion euros for Ukraine under the EU budget. This ensures stable, long-term and predictable funding for Ukraine. The EU is taking leadership and responsibility in supporting Ukraine – we know what is at stake”.

According to the text of the conclusions, in paragraph 6 (a) it is specifically stated that “on the basis of the Commission’s annual report on the implementation of the support mechanism for Ukraine, the European Council will hold a discussion on an annual basis with the aim of providing guidance. If necessary in two years, the European Council will make a proposal for a revision in the context of the new multiannual financial framework”.

That appears to have been the wording agreed with the Hungarian Prime Minister Victor Orban that unlocked the deal, as he was calling for an annual review of funding to Ukraine.

It was preceded by a multilateral meeting of EU country leaders with Hungarian Prime Minister Viktor Orban, convened by Charles Michel before the start of the extraordinary EU Summit.

German Chancellor Olaf Scholz, French President Emmanuel Macron, Italian Prime Minister Giorgia Meloni, the President of the Commission Ursula von der Leyen and the President of the European Council participated in the meeting aimed at overcoming Viktor Orban’s objections to the economic aid package for Ukraine, amounting to 50 billion euros in the four years 2024-2027.
