Municipal documents to be delivered to citizens via gov.gr from now on

Starting today, municipalities can deliver documents to citizens via gov.gr and the gov.gr Wallet, aiming to ensure timely notifications

As of today, Wednesday, July 16, municipalities across the country can electronically deliver documents to citizens through the Citizen Inbox on gov.gr and in the gov.gr Wallet, with the goal of timely informing them about documents that concern them.

Specifically, municipalities are gaining a faster, more transparent, and modern method of delivery while also reducing bureaucracy, saving resources, and enhancing the security of the process. This service was developed as part of a collaboration between the Ministry of the Interior and the Ministry of Digital Governance. Delivery is addressed to citizens who have a Tax Identification Number (AFM) and are registered in the National Communication Registry (EMEp).

Municipalities will electronically deliver or notify:

  • Extracts from certified registers
  • Individual decisions
  • Mayoral decisions regarding debts

These documents will be sent directly to citizens’ inboxes on gov.gr and the gov.gr Wallet. Citizens will receive immediate notifications via SMS and email, based on the contact information they have provided to the EMEp, along with a corresponding notification in the gov.gr Wallet.

The service initially includes documents related to municipal debts, but it is planned to expand to other types of official public document deliveries or notifications in the future. Other public administration bodies will also make use of this functionality.

A document is considered legally delivered ten (10) working days after its upload to the citizen’s inbox, unless the recipient can prove that force majeure prevented them from accessing its content, or if the inability to access is due to reasons attributable to the public sector authority.

For every document delivered, the municipality can generate a proof of delivery via its gov.gr portal. This proof includes:

  • Document details
  • Date of upload
  • Date of citizen’s access (if applicable)
  • A unique verification code
  • An advanced digital seal

The proof can be distributed either electronically or as a printed copy.
