The measures to address juvenile violence, announced by the government within the framework of the National Strategy, were detailed at a press conference by the responsible ministers.
Specifically, they provided details on the Kids Wallet, available to all parents from Monday afternoon, on community service, and the other measures announced by the government earlier that morning.

Papastergiou: The Kids Wallet is not a surveillance tool with penalties, but a tool of responsible use that strengthens the role of parents
The Kids Wallet, a simple digital parental control tool allowing parents to monitor—“but not spy on”—their child’s mobile phone, and at the same time a tool for identifying the child using it, was presented by Minister of Digital Governance Dimitris Papastergiou in the General Secretariat for Communication and Information’s press room. This took place during the interministerial press conference on the National Strategy for the Prevention of Juvenile Violence and Delinquency for the period 2025–2030. This strategy aims to address the growing challenges facing youth in both the digital and physical world, with a particular emphasis on prevention and protection.
Mr. Papastergiou emphasized the critical role of technology in shaping modern society and the challenges it poses to the safety and well-being of minors.
“It’s not enough to acknowledge the opportunities technology offers. We must also be prepared to confront the threats it brings, especially for our children,” he said.
The strategy includes a series of targeted actions and initiatives, focusing on enhancing youth digital literacy, promoting safe internet use, and developing parental control tools. One of the central elements of the strategy is the Kids Wallet, an innovative application aimed at protecting minors online.
“Kids Wallet: A Comprehensive Tool for the Protection of Minors Online”
The Kids Wallet, presented in detail during the press conference and set to launch today, is a comprehensive tool combining three main functions: parental control, age verification, and digital identity for minors.
- Parental Control: Kids Wallet allows parents to configure which apps and websites their children can access, as well as the amount of time they spend on them.
- Age Verification: The app provides a secure and reliable method for verifying minors’ age online, protecting them from inappropriate content and potential dangers.
- Digital Identity: Kids Wallet functions as a digital wallet in which the child can store their digital identity, facilitating access to services and applications that require age verification.
“With Kids Wallet, we give parents a powerful tool to protect their children online, while also strengthening their digital identity and helping them develop digital skills safely,” said Mr. Papastergiou before explaining the steps for parents to use the app.
Steps for Using Kids Wallet:
- Installation: Download the Kids Wallet app on your child’s smartphone from the App Store or Google Play Store.
- Account Creation: Create both a parent and a child account, entering the necessary information.
- Parental Control Settings: Set the apps and websites your child can access and define usage time limits.
- Age Verification: Verify your child’s age via the app using the required documents.
- Digital Identity: Create your child’s digital identity by storing the necessary data in the Kids Wallet.
Mr. Papastergiou urged parents to use Kids Wallet with discretion and not turn it into a spying tool:
“We must remember that our children have a right to privacy and autonomy. Our role as parents is to guide and protect them, not to control them entirely. Discuss the reasons for these restrictions with your child and allow them to express their views. We must clarify that the Kids Wallet does not allow parents to read their children’s messages or monitor their every move online. It simply enables them to set limits and receive basic information about internet use.”
The Minister emphasized that the National Strategy for the Prevention of Juvenile Violence and Delinquency is a dynamic plan that will evolve and adapt to the ever-changing needs of society. He called on all involved parties—parents, educators, health professionals, civil society organizations, and government bodies—to collaborate for the successful implementation of the strategy and the creation of a safe and supportive environment for youth.
